1. The notes.ini NTS_EXTERNAL_URL will override the External Server URL that is on the Lotus Traveler tab in the server document. It is preferable to set it in the server document so that you don't forget later, change it there, and it doesn't do anything because of the notes.ini parameter.
2. You might not have HTTP OPTIONS working properly. ActiveSync uses HTTP OPTIONS, so you need to make sure that it is allowed and flows correctly.

3. You can also download the configuration profile (it is just an XML document) in your PC web browser and look at the server information to make sure it is pointing to the correct address (nts_server/servlet/traveler) with SSL enabled (or not since it seems you have both on).
